Tickets to the "Kids' Inaugural Concert" ?? ?

Everywhere you search, they all say that PIC is going to distribute them to mainly military families. My sister would like to go and our father is in the military, so how exactly do we get the tickets? I feel like they've already pre-selected the people who are going to get them because theyre not realeasing that much info. If you find out how military families can ask for them, please let us know.
