What movie is this (about Indians)?

I saw this on video several years ago, and it took place in Spokane, WA, and it was about two teenage brothers who were Native Americans (I think their dad was an alcoholic) and the younger brother wore gles and was obsessed with "Dances With Wolves", and his brother, who was more cynical, was getting on his brother while they were riding a bus and saying "You're obsessed with 'Dances With Wolves'" or something like that. There was another scene where they were standing on one of the bridges overlooking the Spokane River. Does anybody know the name of this movie?
