Is this guy playing games with me?what should i tell him?

hey,ok this is my problem. my ex and i was once very close freinds and healthy lovers. until he cheated on me with some ugly girl and i mean ugly. this happened twice. i took him back both times though i was deeply hurt. he really caused me to be confused and in a state of mind of depression and low self esteem.im single now, after 5 months of being incarcerated over bs,he;s out and has a job. he called me and told me he's sorry for everything. he realized that im the one. and he wants to know if i'd get back with him. he even asked me if i'd marry him one day. The thing about this is,we are not that cool anymore but i still have love for him.he still loves me. i was on the phone with him about ten minutes ago and his sister is gay,she goes with the sister. they were at his house but outside in the car. he was inside on the phone with me to prove he dont care for her anymore but she still likes him. his sister was talking to him about the girls being outside and everything. and i heard her say"let me borrow the phone" but it seems as if she was saying that to make him come outside with her and get off the phone with me. he told me im about to let my sister use the phone and that he was calling me back. its been an hour and still no ring. i think hes spending time with that tramp. we r not together but he's trying to get with me(as mentioned before).so does this sound like he's going to play with my heart agian? i have no time to be confused and depressed. im a beautiful young lady. so why play? what should i tell him>
