Can someone receive a Doctorate in Ozone Therapy?

My friend says he has one, but I figured since he is kinda dumb and most importantly broke he must be BSing me. I looked up Ozone Therapy on Google and it says it's an alternative medicine, again I think this proves he doesn't have a Doctorate, but I live in California and they always seem to be in favor of crazy unscientific alternative cures over here. Please help.
